Before you sign a lease

A quick pre-signing checklist

  • Read the whole lease, including rules and fee pages.
  • Ask if the lease is “joint and several”. If so, each roommate can be held responsible for the full rent.
  • Confirm which utilities you pay and what they usually cost.
  • Get every promise (repairs, furniture, parking) in writing.
  • Do a move-in inspection with dated photos and keep a copy.
  • Consider renter's insurance. It's usually inexpensive.

University and certified housing

Private Certified Housing

Privately owned halls that meet university standards and offer dining plans and residence life staff. They're approved for the first-year live-on requirement. You contract with the hall directly.

Your rights as a tenant

A short overview. Rules depend on your lease, your building and whether you live in Champaign or Urbana, so check with OCCL or Student Legal Service about your situation.

Security deposits

For buildings with five or more units, the Illinois Security Deposit Return Act says landlords must send an itemized list of deductions within 30 days of move-out and return the deposit within 45 days. Normal wear and tear can't be deducted.

Repairs

Report problems in writing and keep a copy. Illinois law allows tenants to make certain small repairs and deduct the cost in limited situations after written notice and a waiting period. The rules are strict, so talk to Student Legal Service before trying it.

Entry and subleasing

In Urbana, landlords generally need to give 24 hours' notice before entering, with exceptions such as emergencies. Your lease decides whether you can sublet, and Urbana limits sublet fees to the landlord's actual costs.

Fair housing

What's protected

Federal law bans housing discrimination based on race, color, religion, national origin, sex, disability and familial status. Illinois law and the Champaign and Urbana ordinances add more categories, including things like sexual orientation, source of income and student status.

Free legal aid off campus

Land of Lincoln Legal Aid gives free civil legal help, including housing, to qualifying low-income and senior residents of central and southern Illinois.

Avoiding rental scams

  • Never pay with wire transfers, gift cards or crypto, and don't pay anything before seeing the place (in person or on a live video call).
  • Be suspicious of rent far below similar places, or a “landlord” who is out of the country.
  • For subleases, confirm with the management company that the person is really a tenant and that the sublease will be approved.
  • Get receipts for every payment and keep copies of all agreements.

Buses

Champaign-Urbana Mass Transit District runs the buses around campus and town.

Utilities

Common providers are Ameren Illinois (electric and gas), Illinois American Water and the Urbana-Champaign Sanitary District. Ask your landlord which ones you set up yourself.
